Supply Requirements Evaluation Process Specific Experience
4 2026-08-19 Dear Sir/Madam,

Please kindly find our clarification request attached for above mentioned project (ID-PMU SOPHI-542999-GO-RFB).

Section III - Evaluation and Qualification Criteria

Regarding the Specific Experience, the minimum requirement is to supply and install similar equipment of minimum cumulative 375 units annually in any of calendar year
within the last seven (7) years prior to bid submission deadline.

We believe that this requirement may significantly limit competition, as the specified
annual volume could potentially be met only by a limited number of medical refrigerator manufacturers with exceptionally high annual sales volumes. In order to
promote fair and wider competition while still ensuring that bidders possess adequate experience and technical capacity to successfully perform the contract, we kindly
request that the Specific Experience requirement be reconsidered and revised along the following lines:

The Bidders shall have past contract experience to supply and install laboratory equipment of minimum cumulative 375 units within the last seven (7) years prior to
bid submission deadline.

The Bidders shall demonstrate past contract experience, within the last seven (7) years prior to the bid submission deadline, in the supply and installation of similar equipment, with a minimum cumulative value of USD 500,000.00 across one or more contracts.
For the purpose of the Specific Experience requirement, “similar equipment” refers to Vaccine Refrigerators. The Bidder shall demonstrate experience in supplying and installing Vaccine Refrigerators with a minimum cumulative quantity of 375 units in any one calendar year within the last seven (7) years prior to the bid submission deadline. Could you please confirm whether the Top-opening configuration is an absolute mandatory requirement, or whether an equivalent or superior alternative design may be proposed?

Thank you very much for your clarification.
Many thanks for this feedback. Upon review, MoH has considered this input and will retain the original specification.

Supply Requirements Evaluation Process Technical Evaluation
6 2026-08-24 Dear Procurement Committee 6 IHSS,

I hope this email finds you well.

I am writing on behalf of XXX. Regarding the Vaccine Refrigerator procurement (RFB No: ID-PMU SOPHI-542999-GO-RFB), we seek further clarification on the IEC standard.

1. Existing Requirement
The Technical Specifications currently require the vaccine refrigerator to comply with IEC 61010-2-011:2019.

2. Request for Clarification
We respectfully request to consider accepting either IEC 61010-2-011:2019 OR IEC 60335-1 as the applicable safety standard for the vaccine refrigerator, with either standard being acceptable, provided that the proposed equipment fully complies with all other technical, safety and performance requirements specified in the bidding documents.

3. Technical and Safety Justification
3.1 Different Scope and Product Classification
IEC 61010-2-011 and IEC 60335-1 have different scopes and product classifications. The IEC 61010 series is primarily intended for electrical equipment for measurement, control and laboratory use, while the IEC 60335 series provides safety requirements for household and similar electrical appliances, including applicable refrigeration equipment. The applicable standard should therefore take into account the intended use and construction of the vaccine refrigerator.
3.2 Comprehensive Safety of Refrigeration Equipment
IEC 60335-1 provides an established safety framework for electrical refrigeration equipment, including requirements addressing electric shock protection, insulation, grounding, abnormal operation, fire-related risks, mechanical safety and other relevant hazards. Overall equipment safety is determined by the complete equipment design and the combination of these protective measures.
3.3 International Vaccine Refrigeration Practice
Our review of the vaccine refrigeration market indicates that established manufacturers and products use IEC 60335 series standards for applicable refrigeration equipment, while specific temperature-control, measurement or monitoring components may comply with relevant IEC 61010 series standards according to their functions. Therefore, requiring IEC 61010-2-011:2019 as the only acceptable complete-equipment safety standard may unnecessarily exclude technically qualified products.
3.4 Availability of Qualified Manufacturers
The combination of all project requirements, including the top-opening vaccine refrigerator configuration, minimum storage capacity, +2°C to +8°C operating range, temperature stability, temperature monitoring, alarms, ISO 13485 requirements and a complete IEC 61010-2-011:2019 certificate for the complete equipment, significantly reduces the number of potentially qualified manufacturers. Some manufacturers with mature vaccine refrigeration products and relevant international project experience do not hold IEC 61010-2-011:2019 certification for the complete refrigeration unit, but do have applicable IEC 60335 documentation.
3.5 No Compromise on Vaccine Storage Performance
Acceptance of IEC 60335-1 as an alternative would not reduce or waive any of the technical performance requirements of the bidding documents. The proposed equipment would still be required to comply with the specified temperature range, temperature stability, temperature display and recording, high/low temperature alarms, power failure alarm, insulated construction, locking arrangement and all other vaccine storage requirements.
3.6 Fair and Open Competition
Allowing either IEC 61010-2-011:2019 or IEC 60335-1 would broaden the pool of technically qualified manufacturers and support fair and open competition without compromising the required equipment safety or performance. This approach may also provide the Employer with greater access to competitive pricing and established international supply sources.

4. Proposed Amendment
We respectfully propose that the relevant safety requirement in the Technical Specifications be amended as follows:
“The vaccine refrigerator shall comply with IEC 61010-2-011:2019 OR IEC 60335-1, with valid supporting test report, certificate or declaration of conformity provided by the manufacturer or an appropriate testing/certification body.”

5. Supporting Evidence
If required by the Employer, the bidder can provide supporting technical documentation, including applicable IEC 60335-1 test reports or certificates, manufacturer declarations, product technical specifications and other relevant evidence demonstrating compliance with the applicable safety requirements.

6. Requested Clarification
In view of the above, we kindly request the Employer to confirm whether vaccine refrigerators complying with IEC 61010-2-011:2019 OR IEC 60335-1 will be accepted, with either standard being acceptable, subject to full compliance with all other requirements of the Technical Specifications.

Thank you for your consideration.

Best regards,
XXX
Many thanks for the question. Upon further review and consideration, MoH has decided to retain the original requirement requiring bidders to demonstrate compliance with IEC 61010-2-011:2019, as this standard applies directly to vaccine refrigerators intended for laboratory, scientific, or medical storage applications, which is consistent with the intended use of the device. 9 2026-08-27 Dear Sir / Mdm,

I would like to have the following clarification for the Indonesia Health Systems Strengthening Project, Procurement of Vaccine Refrigerator with RFB Reference No.: ID-PMU SOPHI-542999-GO-RFB. Thanks.

is there any specific requirement under this tender for Ice-lined Type of Vaccine refrigerator or any Vaccine refrigerator that fulfill the technical requirements stated is acceptable? Typically for Vaccine Refrigerator under Vaccine program, there is a requirement that the Vaccine Refrigerator must achieve minimum hold-over time (e.g. 48hrs / 72hrs) between 2 to 8 deg during power failure. Is there such requirement we need to fulfill?

Best regards,
Many thanks for your questions. Upon further consideration, MoH has decided to introduce an additional requirement for holdover time as part of an upcoming amendment to the specification. At present, there are no specific requirements relating to ice-lined refrigerators. Therefore, both ice-lined and non-ice-lined refrigerator types remain eligible, provided they satisfy the requirements set out in the technical specifications. 12 2026-08-31 Dear SOPHi Procurement Team, Ministry of Health of the Republic of Indonesia,

In relation to the procurement process for the Vaccine Refrigerator, we would like to submit a clarification regarding two points of the technical specifications as follows:

1. Indoor Light (Internal Light) Inside the Refrigerator

We would like to convey that the presence of an indoor light inside the vaccine storage compartment should preferably not be made a mandatory requirement. This is because:

Direct/ambient lighting from outside the unit or from the storage area when the door is opened is already sufficient for operational purposes (visual inspection, retrieval, and storage of vaccines).
The addition of a light inside the refrigerated compartment has the potential to create additional risks to temperature performance (heat load) and add design complexity and cost, without providing significant functional benefits to vaccine storage quality.

The lighting provided by standard internal lights is relatively limited, so its contribution to visibility and user convenience is not particularly significant.

We kindly request that this point be reviewed and made non-mandatory in the technical specifications.
Many thanks for the question. Upon further review and consideration, MoH has decided to revise this requirement in a forthcoming amendment. Supply Requirements Evaluation Process Technical Evaluation
13 2026-08-31 2. Requirement for IEC 61010-2-011:2019 Standard

We would also like to clarify regarding the requirement for the IEC 61010-2-011:2019 standard as stated in the technical specifications. Our products currently comply with and are certified to the IEC 60335 standard, which is a commonly used and internationally recognized safety standard for Ice-lined Refrigerator units.

We would appreciate it if you could clarify:

Whether the IEC 60335 standard can be accepted as an alternative/equivalent to the IEC 61010-2-011:2019 requirement in the context of this procurement.
If required, we are ready to provide the IEC 60335 certification documents for further consideration.
This question is similar to the previous question #12. Please refer to the respective response. Supply Requirements Evaluation Process Technical Evaluation
14 2026-08-31 3. Requirement for Temperature Stability ±1°C

We would like to clarify that achieving a temperature stability range of ±1°C consistently is quite difficult for vaccine refrigerators in general. Based on the WHO/PQS E003 performance standard, the required storage temperature range is +2°C to +8°C, with transient excursions outside this range being tolerated, provided that the temperature does not exceed +20°C and does not reach 0°C. This standard does not require a stability tolerance of ±1°C. We kindly request that this requirement be reviewed to align with applicable international standards.

We sincerely hope that the above two points can be followed up further to ensure that the specifications are in accordance with the products available in the market.

Thank you for your attention and cooperation.
Many thanks for the question. Upon further review and consideration, tMoH has decided to retain the original temperature stability requirement of ±1°C from the setpoint, as this has been determined to be non-restrictive and aligned with user needs. Supply Requirements Evaluation Process Technical Evaluation
15 2026-09-01 Dear Procurement Committee 6 – IHSS,

We would like to seek clarification regarding the payment arrangement under the RFB for Procurement of Vaccine Refrigerator (RFB No. ID-PMU SOPHI-542999-GO-RFB).

According to ITB 15.1, the portion of the Bid Price corresponding to expenditures incurred in Indonesian Rupiah shall be quoted in IDR. Therefore, a Bidder may have a Contract Price comprising both IDR and a foreign currency, for example CNY.

We also note that SCC GCC 16.1 provides that payments shall be made in the currencies and respective proportions indicated in the Contract Price.

In this regard, please kindly clarify the following:

1. Where the Contract Price comprises both CNY and IDR, may the Supplier designate two separate bank accounts for receipt of the respective currencies, i.e. one bank account for CNY payments and another bank account for IDR payments?

2. If the successful Bidder is a Joint Venture, may the two designated bank accounts be held by different JV members—for example, the CNY account held by one JV member and the IDR account held by another JV member—provided that such payment arrangement is duly authorized by all JV members and incorporated into the Contract?

3. If the above arrangement is permitted, would payment to the respective designated bank accounts be considered as payment duly made to the Supplier/JV under the Contract?

Your clarification would be highly appreciated as this will affect the Bidder's proposed payment and banking arrangements.
Thank you for your inquiries.

With regard to the specific questions raised:

1. The Bidding Document does not prescribe the number or ownership of bank accounts to be used for receipt of payments. Accordingly, the Bidding Document does not expressly address the use of separate bank accounts for different payment currencies.

2. In the case of a Joint Venture, the Bidding Document provides that all JV members shall be jointly and severally liable for the execution of the entire Contract, and that the JV shall nominate a Representative authorized to conduct business on behalf of all JV members during Contract execution. However, the Bidding Document does not expressly provide for payment to separate bank accounts held by different JV members. Any such arrangement would therefore need to be duly authorized by the JV and appropriately reflected in the Contract, subject to the Purchaser’s acceptance.

3. The Bidding Document provides that the Purchaser shall pay the Supplier in accordance with the manner prescribed by the Contract. It does not expressly provide that payment to separate accounts held by individual JV members would, by itself, constitute payment duly made to the Supplier/JV. Therefore, any such payment arrangement would need to be expressly established and accepted under the Contract to ensure that the Purchaser’s payment obligation is duly discharged.

17 2026-09-03 Dear Sir / Mdm,

I would like to have further clarification for the Indonesia Health Systems Strengthening Project, Procurement of Vaccine Refrigerator with RFB Reference No.: ID-PMU SOPHI-542999-GO-RFB. Thanks.

1. Technical Part – Item 84, IEC standard: According to the PQS requirements, Ice-lined refrigerator is compiled to IEC 60335 for electric safety requirements instead of IEC61010-2-011. Kindly confirm if this is acceptable.

2. Technical Part – Item 93, 102 & 104, Anti-malware software and firewalls: Since our Ice-lined refrigerator is controlled by simple LED controller, there is no information management system. As such, software related items are Not Applicable for our products. Kindly confirm if item 93, 102 & 104 is responded as N.A, we will not get disqualified.

Best Regards,
1. This question is similar to the previous question #6. Please refer to the respective response.

2. Many thanks for the feedback. Upon further consideration, MoH has decided to retain the current specification, as the temperature monitoring system is expected to interface with SATUSEHAT, Indonesia's national health information platform. MoH has, however, decided to revise the requirement relating to demonstrated manufacturer experience in cybersecurity practices slightly, in order to encourage broader participation and mitigate the risk of potential restrictiveness.

General Inquiry Related to Proc Plan and Packaging Arr. Question related to Procurement Planning and Packaging Arrangements
19 2026-09-04 Row No. 84 – Applicable Electrical Safety Standard

Current Requirement: Required; Vaccine Refrigerator is compliant with IEC 61010-2-011:2019 – Safety requirements for electrical equipment for measurement, control, and laboratory use – Part 2-011: Particular requirements for refrigerating equipment. Bidder to provide certificate or IEC Test Report issued by an appropriately accredited testing laboratory.
Request: Please consider revising this requirement to accept IEC 60335-2-24, together with the applicable general requirements of IEC 60335-1, or another authoritative equivalent standard applicable to vaccine refrigerating appliances. WHO PQS qualification for the relevant vaccine refrigerator category may also be accepted together with appropriate supporting evidence.
Rationale: Section VII of the RFB expressly states that vaccine refrigerators are classified as health supplies and cold-chain supporting facilities, not medical devices. The RFB also provides that other authoritative standards ensuring substantial equivalence to specified standards may be accepted.

IEC 61010-2-011 belongs to the IEC 61010 series for electrical equipment for measurement, control and laboratory use. By contrast, IEC 60335-2-24 specifically addresses safety requirements for refrigerating appliances and is directly relevant to the equipment covered by this procurement. WHO PQS is likewise specifically established for vaccine cold-chain equipment.

Proposed wording: Required; Vaccine Refrigerator shall comply with IEC 60335-2-24 in conjunction with IEC 60335-1, or another internationally recognized equivalent safety standard applicable to refrigerating appliances. The Bidder shall provide the relevant certificate/test report issued by an appropriately accredited body. Valid WHO PQS qualification for the applicable vaccine refrigerator category, together with relevant supporting evidence, may also be accepted.

We would appreciate the Purchaser’s clarification and, where applicable, amendment of the above requirements so that the technical evaluation can focus on the intended functional, safety and performance outcomes.

Yours faithfully,
This question is similar to the previous question #6. Please refer to the respective response. Supply Requirements Evaluation Process Technical Evaluation
20 2026-09-04 With reference to the Technical Specification spreadsheet, we respectfully request clarification and consideration of the following limited amendments. The proposed changes are intended to preserve the required functional, safety and performance outcomes while allowing technically equivalent designs and standards appropriate to vaccine refrigeration equipment.

Row No. 23 – Lid Operation

Current Requirement: Required; Counterbalanced mechanism that allows lid to self-close when partially opened and remain open at ≥90° without support.
Request: Please consider retaining the functional requirement as mandatory while treating the specific ≥90° opening angle as a preferred criterion. Alternatively, if a numerical threshold is retained as mandatory, we propose reducing it to ≥85°.
Rationale: The operational objective is that the lid can be opened safely, provide unrestricted access to the storage compartment, and remain securely open without external support during loading and retrieval.

A small difference in maximum opening angle does not materially affect vaccine storage capacity, temperature performance, or normal access to the compartment, provided that the lid remains stable at its designed fully open position. The exact angle is therefore primarily a mechanical design parameter rather than a core vaccine-storage performance requirement.

Proposed wording: Required; Counterbalanced mechanism that allows the lid to self-close when partially opened and remain securely open without support at its designed fully open position. Preferred: maximum opening angle ≥90°. If a mandatory numerical threshold is required, ≥85° is proposed.
Many thanks for the feedback. Upon further review and consideration, MoH has decided to retain the original requirement. Supply Requirements Evaluation Process Technical Evaluation
21 2026-09-04 Row No. 44 – Access Port

Current Requirement: Preferred: Entry point for probes and monitoring devices.
Request: Please confirm that the required “entry point” does not need to be a separately designated or dedicated access port, and that an existing opening or passage may be accepted where it can accommodate standard probes or monitoring cables without adversely affecting sealing, insulation or refrigeration performance.
Rationale: The stated requirement is Preferred rather than Mandatory and is functional in nature: it is intended to enable external monitoring probes or cables to enter the refrigerated compartment when needed.

Accordingly, the key consideration should be the availability and suitability of a functional passage for probes and monitoring devices, rather than the presence of a separately named access-port component.

Requested confirmation: An existing opening or passage that safely accommodates probes or monitoring cables and does not compromise refrigerator performance may be accepted as the “entry point” under Row No. 44.
Many thanks for the question. Bidders may offer either a separately designated access port or a functionally equivalent solution, provided it can accommodate standard probes or monitoring devices without adversely affecting the sealing integrity, insulation, or refrigeration performance of the equipment. The reference to a “local agent or representative” in the Price Schedule relates to the pricing of applicable local costs and does not establish a separate qualification requirement for such agent.

2. Import Duties and Local Taxes

The Bidding Document does not specify any exemption or applicable tax rates. The Price Schedule requires applicable customs duties, import taxes, and sales or other similar taxes to be identified as specified therein, while ITB 34.5 provides for their exclusion from Bid evaluation.

Bidders may refer to and download the relevant regulations from the official Ministry of Finance Legal Documentation and Information Network (JDIH): PMK 80 of 2024 and PMK 109 of 2024

3. Experience of the Manufacturer

The specific experience requirement applies to the Bidder, which shall demonstrate past contract experience to supply and install similar equipment of a minimum cumulative 375 units annually in any calendar year within the last seven (7) years. The Bidding Document separately provides requirements for a non-manufacturer to submit the required Manufacturer’s Authorization.
With reference to the Qualification Criteria (ITB 32.1) - Specific Experience, the requirement to demonstrate past contract experience applies directly to the Bidder.
Please be informed that the experience of the manufacturer cannot be cited to meet this requirement if the Bidder is a non-manufacturer acting merely as an authorized supplier. The submission of a Manufacturer’s Authorization alone does not allow the Bidder to claim the manufacturer's experience.
The manufacturer's experience can only be considered if the manufacturer is formally part of the bidding entity. This applies if the manufacturer submits the bid solely, or if the manufacturer forms a Joint Venture (JV) with the supplier or distributor, as the specific experience requirement may be met by all JV members combined.

4. Currency – USD / IDR

ITB 15.1–15.2 permits the Bid Price and payment to be expressed in a combination of currencies. Accordingly, the Bidder may quote the applicable portions in USD and IDR, subject to the requirements of ITB 15 and the applicable Price Schedules.

5. Installation, Commissioning, Testing and Training

Yes, bidder are required for installation, commisioning, testing, and user training at all 1,872 final destination sites. The delivery locations (Locus) have been specified in Annex 1 – Final Destination of Procurement of Vaccine Refrigerators of the Bidding Document.

For site readiness, PPK willreconfirm the readiness of the delivery locations to the successfull bidder. 23 2026-09-10 Dear Procurement Committee 6 IHSS,

Based on the procurement of vaccine refrigerator on SOPHI Project under IHSS, there is one point on Lid and Access Section.

The specification state that the lid operation for the door opening, must be ≥90˚.

But on our research, 90 degree door opening can affect the center of gravity from the unit. So we would like to give feedback on that point.

I attached the details of our feedback about that point.

Thank you

Item 23:
Tender Requirement: Counterbalanced mechanism that allows lid to self-close when partially opened and remain open at ≥90° without support.

Our Clarification:
We confirm that the XXX model has a maximum lid opening angle of 87°, which is a mechanical limit established in the product design. The determination of this angle is part of the technical considerations that take into account functionality, unit stability, and user safety.

At the maximum opening position of 87°, the entire interior area of the unit remains adequately accessible, allowing users to freely perform activities such as placing and retrieving items. Therefore, from the operational aspect of vaccine storage, the 87° opening angle still provides adequate access to the storage compartment and does not cause significant difficulties in daily use.

The 87° mechanical limit is also established by taking into consideration cabinet stability and user safety. When the unit is empty or carries a relatively light load, opening the lid beyond 90° has the potential to shift the distribution of the system's center of gravity toward the front. This condition may increase the potential for the cabinet to move or become unstable if the lid is opened with sufficient force or movement. Therefore, limiting the opening angle to 87° is part of the design to maintain the balance and stability of the unit, while still providing optimal access for the user.

Regarding the requirement for the “open position to remain at an angle of ≥90°,” we understand that this requirement is principally intended to ensure that the lid remains in the open position and minimizes the possibility of unintended closing, including due to vibrations during use or movement of the unit.

In this regard, the XXX model has been designed and tested to ensure that the lid can maintain its open position at a maximum angle of 87° and has resistance to vibration and impact in accordance with the tests conducted on the product. At the maximum opening position, the lid remains in a stable position under normal operating conditions, including when the unit experiences vibration during movement or transportation.

Based on these considerations, we state that the maximum opening angle of 87° on the XXX model is an engineering-established design characteristic that takes into account the balance between accessibility, unit stability, and user safety. Although the maximum opening angle does not reach 90°, the operational function of the lid and access to the storage compartment can still be optimally fulfilled.
